Waukegan is a city in Lake County, Illinois, United States. It is part of the Chicago metropolitan area. The population was 86,826 at the 2010 census and it is the second-largest city in Lake County.

The site of present-day Waukegan was recorded as Riviere du Vieux Fort when French explorers arrived in 1673, who established a short-lived fort at the mouth of the Grand Calumet River. It was named after the Native American tribe that had long settled along its banks, which has been alternatively known as “Pottawatomie” or “Waukeekah.”

In 1849, Waukegan incorporated as a village and elected its first mayor, George L. Bowman. When Lake County was formed in 1851, Waukegan became its shire town; a position it held until 1889 when it lost out to Libertyville.
