Ottumwa, Iowa is a city in Wapello County, Iowa, United States. The population was 15,101 at the 2010 census. It is the county seat of Wapello County. Ottumwa is located along the Des Moines River in southeastern Iowa.

Ottumwa was named for the Sauk Indian Chief Ot-to-wo-ma (or Oto), who was known as “the Wailing Spirit” by white settlers. He and his tribe lived in a large village near the mouth of Otter Creek at its confluence with the Des Moines River when they first encountered white settlers around 1834.

The town was established as a trading post by James Harlan in 1837 for Native Americans to trade furs and other goods with immigrants passing through on their way to Oregon and California on the Oregon Trail or on their way to settle in Kansas Territory and points further east. In 1839, the US Army established a military post nearby to keep order among the many settlers who were traveling through the area on their way westward; this post was named Camp Sullivan after General John Sullivan who led an expedition against Native Americans during the Revolutionary War. The name was later changed to Camp McClellan in honor of General George B. McClellan
