Waterloo is a city in Black Hawk County, Iowa, United States. It had a population of 68,988 according to the 2010 census. Waterloo is part of the Waterloo Cedar Falls Metropolitan Statistical Area, and is the county seat of Black Hawk County. It is home to the headquarters of John Deere agricultural machinery company and to the headquarters of Reiman Publications (including Country Living magazine).

The area was previously settled by Native Americans as early as 1400 BC. European explorers arrived in what is now Black Hawk County in the late 18th century. The Treaty of St. Louis was signed in 1816, after which Native American tribes ceded their territory to European-American settlers and moved westward.

The first wave of European settlers arrived in Waterloo in 1836, after the United States government opened up the Black Hawk Purchase for settlement. These were mostly Germans from Germany, Belgium and Luxembourg who had been invited to settle here by Stephen A Douglas as a way to continue spreading democracy throughout America. The settlers named their new community Waterloo after their hometowns in Europe: Boonville, Cloona-DuBois and Newburg.
