The first European Americans to settle Clarksville were William Bumpass and his wife, Jemima French Bumpass. They purchased 1,280 acres from the state of North Carolina in 1780 for $1,200.00 and named it “Bumpass Cove,” which was later changed to “Clarksville.” In 1782, John Redman built his home just west of Bumpass Cove Road near what is now 14th Street. Later that same year Robert Rhea moved to Clarksville and established a law practice. He represented Washington County in the North Carolina Assembly from 1785 to 1787 and served as an associate justice of the Superior Court of Law and Equity starting in 1788.
